Romania Opens Borders June 1, Ends Ban on Foreign Arrivals
Romania has reopened for tourism on June 1, 2021, now allowing visitors from all countries to enter, with different rules applying based on risk. The Romanian government suspended the ban on foreign nationals entering the country effective June 1st.
“It is a beneficial measure for all of us and is, in fact, the signal to restart international tourism in Romania. From now on, foreign tourists can come to visit us, in compliance with CNSU decisions on access to our country depending on the country where they arrive”, stated a representative from the AIR (Incoming Romania Association) quoted to Agerpress, Romania’s oldest news agency.
Prior to June 1, 2021, entry from foreign nationals outside of the EU was only possible for select categories of travelers, like immediate family of Romanian nationals, students, and those on business visas. Now with the lift of the ban for foreign arrivals, all countries now have access to Romania providing they comply with the entry rules and regulations based on their country of arrival.

Now it is our responsibility, of all actors in the hospitality industry, to get involved, to offer services in Romania, of quality, in safe conditions for our clients. Country, Country, we want foreign tourists.”, the representatives of AIR told Agerpress.
Countries are sorted by epidemiological risk and divided into three categories; green, yellow, and red. Green nations have cumulative incidence rates of new cases over the past 14 days of less than 1.5 per 1000 population. Yellow is between 1.5 and 3 per 1000, and Red is over 3 per 1000.
Green, yellow and red countries are all permitted to enter Romania as of June 1, 2021, but with very different entry requirements. Below we have the country lists (which are expected to be updated weekly) plus the entry rules for each color.

Rules for Red Countries
14-day quarantine
All travelers arriving from a RED country will be expected to quarantine for 14 days. They will have to enter the address of the intended quarantine location on the online form. There is an option to shorten the 14-day quarantine down to 10 days if the passenger takes a PCR test on Day 8. *Please note, depending on the airline, passengers from RED countries may also need to provide a 72-hour negative PCR test to board.
Exemptions to the 14-day quarantine:
- Proof of vaccination (at least 10 days from the final shot)
- Proof of recovery (positive test from 14-90 days prior to entry)
Rules for Yellow Countries
72-Hour PCR test
All travelers arriving from a YELLOW country will need to provide proof of a negative PCR test, performed no longer than 72 hours before arrival. If the passenger doesn’t provide the negative test proof, and the airline allows boarding, the passenger will have to complete a 14-day quarantine with the same guidance as for RED countries.
Exemptions to the 14-day quarantine for yellow nations:
- Proof of vaccination (at least 10 days from the final shot)
- Proof of recovery (positive test from 14-90 days prior to entry)
Rules for Green Countries
(None.)
Passengers from GREEN countries, who have been in a green country for at least 14 days and have not transited through a yellow or red country, can enter Romania without any tests or quarantine obligations.
Although Romania is now allowing travelers from outside the EU to enter, tourism isn’t yet back to pre-pandemic levels of openness. There are still some restrictions and rules within Romania’s borders that every passenger should know about. This includes mandatory mask rules for indoor public places for all those over 5 years of age, a daily curfew from 10:00 pm to 5:00am, hotels limited to 30-50% capacity rates, and private gathering limits of 6 people maximum. Restaurants, shops, beaches, parks, and even cinemas are open, but with capacity limits and shorter hours than normal.
